Signal Providers now unable to delete comments

Until today signal providers have been able to delete comments from the signal page. We have had a few complaints about this over the months and as such we have now put it in place that signal providers CANNOT delete any comment made on the signal page.

We will of course still moderate comments if they are defamatory.

Really good improvement. Adds more transparency and is a big improvement to the site if you ask me. Too many con artists out there.
